It is not just the builders in Mumbai who have stocks of flats lying vacant with them. Over 120 flats with the Bombay Parsi Punchayet (BPP) have been lying vacant for almost a year now. These houses are given to the needy in the community on priority basis, but infighting among the trustees has led to the flats languishing unused.

The allotment stopped after BPP trustees filed complaints against each other. It all started in 2013, when four of the seven trustees filed complaints against Punchayet chairman Dinshaw Mehta, alleging corruption. While the police were investigating the case, the four trustees approached the charity commissioner asking that Mehta be removed from chairmanship in November 2013.

"They wanted me removed... When the commissioner refused to do so, they asked that no business take place. Just because the wife of one of the trustees lost the election, they are making the entire community suffer," alleged Mehta.

The subsidised flats, almost all of which are 1 BHK, are mostly in Goregaon. A few are in Dadar and Khareghat colony at Chowpatty.

However, the wife of trustee Yazdi Desai, Anahita, said, "Mehta is lying. We never asked for any stay on property matter. We asked that he be removed. When that did not happen, as there were serious allegations relating to property and housing matters, we asked the commissioner that he (Mehta) be restrained from taking part in any of the transactions. Mehta himself then said why he alone should be restrained and that all trustees should be restrained. The stay is because of him. In fact, we pleaded with the charity commissioner that around 21 flats, cleared unanimously by all trustees, be transferred to community members. But Mehta didn't let that happen either."
