The BMC budget for the year 2017-18 has been proposed at Rs 25141. 51 crore. This is 32.14% less than last year proposed budget of Rs 37052.15 crore. There is no hike in rates of the present taxes and no new taxes have been proposed in the budget for 2017-18.
BMC said it has started the process of making a "transparent, citizen-friendly budget document" so as to make it easy for even laymen to understand the document. This is based on the following guiding principles:
1. Principle of conservatism: where all civic departments have been instructed to do a detailed analysis and demand only what they expect to actually consume.
2. Principal of avoidance of duplication
3. Principle of transparency where the details of all financial resources budget and of budget have been shown. For instance, the position of cash reserves of cooperation and its proposed utilisation has been made clear in the annexures.
4. Principle of accountability: since the budget is prepared realistically, the departments shall be more accountable for the performance or otherwise.
5: Principle of integration with the development plan. Corporations work on two planning tools: the financial budget, which is proposed by the BMC and the development plan (DP). In the quest to provide the best facility to citizens, usually there is inadequate integration between the two. This budget is made with the implementation of DP in mind.
Thrust has been given on achieving what is proposed in the Development Plan 2014 - 2034.
While the Development Plan is a long-term futuristic tool which crystallizes division of development, the budget will allocate resources towards achievement of these goals.
The total funds required for the implementation of the proposal Development Plan is Rs 91080 crore spread over the period of 20 years.
However, this shall be the first year of implementation of the Development Plan after it is finally approved by the government.
Specific provisions for land acquisition, new road widening of the existing roads, building constructions and open space development has been given place in the budget. In total, Rs 2096.05 crore has been made towards implementation of the proposal Development Plan.
The real estate market had faced a slump which has resulted in heavy shortfall in the revenue income of the development plan department of the BMC during the year 2016 - 17, as against the estimated income of Rs 628 4.71 crore from DP department and income of Rs. 3366.90 crore only is received up to 28 February 2017. Hence the income from the DP department for the year 2016 - 17 has been revised to Rs 3607.09 crore which will lead to estimated decline of Rs 2677.62 crore as compared to the previous fiscal.
