Do you think people participation through ALM/LACC is a good idea?

The idea was thriving until the previous commissioner Ajoy Mehta scrapped it. It was a good concept, where common citizens could directly communicate with the bureaucracy. It helped the BMC too as in some cases, officials entrusted with the civic health of a certain area do not belong to that place. They know the engineering part, but locals can the person aware of the topography and other basics. The civic body and locals can work together to improve the situation in the neighbourhood.

Can you cite examples of significant work being done through people participation?

There are plenty of such examples. In 2012, there was no sewerage line at Bhagwan Mahavir Marg, in Andheri's J B Nagar. Human excreta used to be carried out of storm water drains. The builder didn't submit a plan to the BMC. Locals came together, found out a way to get a new sewerage line in place. Another example is that of Shrinivas Bagarka road. The road had craters. Now, it has been made into a concrete road of cement. ALMs have cleaned wells, placed dustbins, solved leakages in municipal schools and so on.

Do you think ALM/LACC is a good concept for the future too?

Junior engineers and officials from the Solid Waste Management, Building and Factory, Sewerage, Horticulture, Medical, Water, and Road departments attended LACC meetings for people to directly interact with them and solve the issue at a primary level. After 2011, ALMs have been limited to solid waste management. So, if the BMC really wants people participation, it should revive the concept of LACC.

What kind of improvement is needed for better participation?

Fortnightly meetings should be held with the civic officials and activists. The deputy municipal commissioner should attend these meetings at least once in a month and the commissioner also should also take stock.
