Q. How prepared is BMC to deal with a CBRN attack?
A: Preventing a terror attack is more of the state’s and police’s responsibility. Our role is during the fallout of an attack. As part of the CBRN programme, we have been specially focussing on the healthcare aspect and regularly hold meetings with doctors and experts. There are certain developments in this regard, which we would not like to disclose immediately.
Q. Water pipelines are highly susceptible in case of a CBRN attack.
A: We are already carrying out demolition of the numerous slums which have grown near the water pipelines and are ensuring a 10-metre distance on either side of a pipeline, between the pipelines and the slums. There are armed security guards present at the dams and reservoirs. Moreover, many of the pipelines will also go underground in the next few years. That will reduce chances of attacks on the water network.
Q. Fully-equipped bunkers were supposed to be constructed for the evacuated people. Are they ready?
A: No, they have not been constructed as yet.
Q. What happened to the Rs1,000-crore plan? Has it lapsed?
A. I am not aware of that.
Q. Do we have adequate number of security guards in BMC and are they well trained?
A: We have a 4,000-strong force and they can secure our premises on a regular day. But they are not trained for handling a 26/11 type of attack. For that, there are other agencies which have trained forces.
