No DVC-Bhel link-up for Raghunathpur project

Damodar Valley Corporation’s prospective tie-up with Bharat Heavy Electricals (Bhel) for its super-critical Raghunathpur Phase II seems to have been ruled out because of the national tender call by NTPC for 11 units of super critical power projects in the country.

Raghunathpur TPS Phase II, a 2x610 (1,320 MW) project in Purulia in West Bengal (to be commissioned under the power major’s 12th Plan), will be DVC’s first foray into the super critical phase.

There had been talks that Bhel could be inducted into the project. In an earlier proposal, it was envisaged that DVC and its joint venture partner (could be Bhel, in this case) would hold 26% each and a consortium of financial institutions led by Rural Electrification Corporation or Power Finance Corporation could be offered the balance 48%.

However, a DVC official told DNA Money that now these plans do not hold water because of the national tender call, whereby NTPC will do bulk ordering for boiler and turbine generator packages.

According to sources, prospective bidders here include Bhel-Alstom, L&T-Mitsubishi and GB Engineering-Ansaldo for boilers and Bhel-Siemens, L&T-Mitusbishi, Bharat Forge-Alstom and Toshiba-JSW for steam turbine generators.

Through the national bidding process, NTPC is slated to induct super-critical technology on behalf of its joint ventures and DVC. Raghunathpur Phase II, being super-critical, could need an investment of Rs 5-5.5 crore per mega watt.

While DVC is going it alone for all its 11th Plan projects, for its 12th Plan projects, it is looking to raise funds through various means.
