Vehicle, housing loans hiked for Haryana MLAs

It is proposed that motor car loan may increase from Rs 10 lakh to Rs 20 lakh and home loan may increase from Rs 40 lakh to Rs 60 lakh.

The limit of home loan and motor car loan for members of Legislative Assembly in the state was on Monday hiked with Haryana Vidhan Sabha passing a Haryana Legislative Assembly (Facilities to Members) Amendment Bill 2015 in this regard.

It is proposed that motor car loan may increase from Rs 10 lakh to Rs 20 lakh and home loan may increase from Rs 40 lakh to Rs 60 lakh, the Bill said.

Haryana Legislative Assembly (Facilities to Members) Amendment Bill 2015 was presented by Ram Bilas Sharma on the last day of the Haryana Vidhan Sabha session here.

Apart from this, another Haryana Legislative Assembly (Salary, Allowances and Pension of Members) Amendment Bill 2015 was also passed.

In this Bill, secretarial allowance given to MLA for hiring private secretary was also hiked from Rs 10,000 to Rs 15,000 per month.

Among other Bills, Haryana Vidhan Sabha passed Haryana Value Added Tax (Second Amendment) Bill, 2015.

Through this Bill, it was proposed to amend Section 2 and Section 8 of the HVAT Act, 2003, to deny undue claim of input tax in cases where tax has not actually been paid to the government.

Under this law, the government has decided to extend the limitation period for provisional assessment, assessment of unregistered dealer, reassessment and revision cases so that cases of builders, developers could be reassessed in accordance with the judgement of Supreme Court in the case of L&T Limited, said the Bill.

Haryana Vidhan Sabha also passed a Haryana Lokayukta (Amendment) Bill, 2015.

At present, there is no provision for additional pension and pension-related benefits in Haryana Lokayukta Act 2002 for the services rendered by Lokayukta Haryana.

Keeping in view, the judgement in case of Justice N K Sud, former Lokayukta, Haryana wherein additional pension and other related benefits were granted to him by Punjab and Haryana High Court and Supreme Court for the period he worked as Lokayukta and for future convenience amendment in Haryana Lokayukta Act 2002 as Haryana Lokayukta Amendment Bill 2015 is being introduced, said the Bill.

The House also passed a Haryana Municipal Corporation (Amendment) Bill 2015. As per Bill, there are 10 MCs in existence in Haryana-Faridabad, Gurgaon, Panchkula, Yamunanagar, Ambala, Karnal, Panipat, Rohtak, Hisar and Sonepat.

Due to limited availability of IAS officers, the government has appointed HCS officers in some of MCs as Commissioner which is not consonant with existing provisions of the Act. To sort out the difficulties being faced in this regard, a need has been felt that on the pattern of Delhi MC, the provision may be made by amending the section 45 (1) of Haryana Municipal Act, as per Bill.
