Petrogate: Santanu Saikia firm's annual returns attest to PSU links

The public sector undertakings have paid around Rs 26 lakh in last two years to Santanu Saikia's 360 Analytics and Advisory Pvt Ltd, the company under which he runs his several energy portals including indianpetro.com.

Besides Indian PSUs, the annual returns filed by the company also mention three foreign companies in its subscribers list – US-headquartered EBSCO Information Services, Netherland-based Stamicarbon and US-based Zycus.

Saikia, who was arrested last month for his alleged role in stealing sensitive documents from power, coal, oil and some other ministries, has received an amount of Rs 7.81 crore in financial years 2012-13 and 2013-14 as trade receivables (subscriptions) from various entities (energy portals and online news magazines) he ran under 360 Analytics and Advisory Pvt Ltd.

The company, as per the Ministry of Corporate Affairs, was incorporated in 2012 and has filed its returns for year 2012-13 and 2013-14. Santanu Saikia and Zeena Saikia have been listed as the two directors, who are also the only shareholders of the company.

The annual balance sheets submitted at Ministry of Corporate Affairs mentions PSUs including GAIL, ONGC, Oil India, ONGC Videsh, NTPC, IFFCO and Gujarat Narmada Valley Fertilisers as its subscribers.

According to the annual returns accessed by dna, ONGC has paid Saikia's company around Rs 8.44 lakh in 2012-13 and Rs 1.39 lakh in 2013-14. Similarly, Oil India paid Rs 5 lakh in 2012-13 and Rs 61,800 in 2013-14.

ONGC Videsh has also paid an amount of Rs 4.32 lakh in 2012-13, while IFFCO has paid an amount of Rs 1.12 lakh in 2013-14. NTPC has paid around Rs 1.68 lakh in 2013-14, while Gujarat Narmada Valley Fertilizers paid Rs 50,000 in year 2012-13.

dna has contacted all the PSUs mentioned in the annual return of 360 Analytics and Advisory Pvt Ltd. As of now only NTPC has confirmed its association with the company. dna is yet to get any response from others.

"We have subscribed to daily online newsletter – Energy Line sent by the company 360AAPL. We have not received anything from the company since February 20, 2015," an NTPC spokesperson told dna. The NTPC official confirmed that hyperlinks in newsletter could only be accessed by the registered subscribers, for which the company had to pay the money.

According to sources in energy sector the annual subscription of one of the energy portals of Saikia, indianpetro.com, would range from Rs 20,000 to Rs 3 lakh.

dna has also written to three foreign companies who have been shown as subscribers in annual returns of the company. None of them have responded yet. Indian office of EBSCO Information services stated that they cannot comment on the issue and their US office should be contacted for the comment.

Interestingly, Saikia has registered another company in 2012, SB Informatics Pvt Ltd, which has not filed any returns as of now. The company shows Santanu Saikia along with another person Bishal Thapa from Nepal as its two directors.
