GST Council Meet: Dual control debate sees no consensus, next meet on Dec 11-12

Arun Jaitley announced that the agenda for December meet is the completion of approval of CGST, SGST, compensation draft and the issue of dual control.

Consensus eluded on the second day of the Good and Service Tax Council Meet on Saturday and the government has set December 11 and 12 to mull and discuss the contentious issue of dual control. 

Union Finance Minister Arun Jaitley spoke to the media and announced that the agenda for the meeting on December 11 and 12 is the completion of approval of four drafts-- Central Goods and Service Tax (CGST), State Goods and Service Tax (SGST), Integrated Goods and Service Tax (IGST) and the compensation draft . He further said that post lunch, the crucial issue of cross empowerment was simultaneously discussed with the issue of IGST. Whilst two-three solutions emerged from the discussion, it will be further deliberated in the next meeting which the finance minister believes would take the draft agenda ahead. "Are we close to a resolution? I'll still keep my fingers crossed. The day we resolve the dual issue, I'll say its a done deal" said Jaitley. 

 

On being asked when the government is attempting to roll out GST, Jaitley said that, "the time option is only between April 1 and September 16. So our attempt will always try to implement it at the earliest."

Jaitley also said that the state finance ministers wanted to discuss the impact of demonetization but it could not happen at length since demonetization did not fall under the purview of the GST council. However, he said that since all the state finance ministers were present, the impact of demonetization was discussed once the GST discussion was wrapped at 4 pm.
