General consultant appointed for MTHL project

In a fillip to Sewri-Nhava Sheva Mumbai Trans Harbour Link (MTHL) project, Mumbai Metropolitan Region Development Authority (MMRDA) appointed a general consultant on Friday.

An infrastructure firm will be appointed during the next few weeks, followed by likelihood of ground work commencing by the end of this financial year. The Executive Committee of the MMRDA headed by state’s Chief Secretary Swadheen Kshatriya accorded administrative approval to the appointment of a consortium formed by AECOM Asia Co Ltd-DAR-Al-Handsah-T.Y.Lin International as general consultants for the 22-km long MTHL project.

“The general consultants appointed for the MTHL project will engage in various activities such as to assist the development authority to organise pre-bid meetings, examine bid documents, secure various permissions from government, semi-government, examine concept designs, monitor construction of the project and ensure quality of the work among other things,” said U.P.S.Madan, Metropolitan Commissioner of MMRDA. With the appointment of a consultant in place, next week a meeting lending agency – Japanese International Cooperation Agency (JICA) is scheduled to discuss modalities of the project and bids.

The reworked valuation of the project now stands at Rs 17,750 crore, with 80% being funded by JICA and balance by MMRDA, state government, etc. Authorities are looking at to appoint a construction firm sometime in December so that ground work or at least preparatory work can commence by the end of this financial year or before monsoon. The state government has set an ambitious target of 2019 to complete the project, which is same as the planned Navi Mumbai International Airport. A total of 11 cosortia each for the first two packages and 17 consortia has applied for the third package are in the fray for the project. Currently, scrutiny of the bid documents is in the final stages.

Some of the players in the race are Larsen & Toubro, Efcon, Soma, Reliance Infrastructure, etc. Additionally, the Executive Committee also gave clearance to make provision of Rs 340 crore for Delhi Metro Rail Corporation (DMRC) to implement and commission rolling stock, signalling and telecommunication work for Dahisar-DN Nagar Metro-2A and Dahisar (East)-Andheri (East) Metro-7 corridors.
