Gare Palma most sought after coal cluster

Twenty nine state entities for 43 coal blocks; key meeting on Monday

The Gare Palma cluster of coal blocks has emerged as most sought after among the 29 state-owned entities who are vying for allotment of 43 Schedule II and III coal blocks.

Altogether nine state government-owned companies and public sector units are in fray for the Gare Palma Sector II, including Andhra Pradesh Power Genco, Goa Industrial Dev Corp, Gujarat State Electricity Corp, Madhya Pradesh Power Genco, Maharashtra State Power Genco, NTPC, Tamil Nadu Genco, Singareni Collieries and UP Rajya Vidyut Utpadan Nigam.

The Gare Palma Sector II block was earlier allocated to Maha Tamil Collieries, a joint venture between Tamil Nadu Electricity Board and Maharashtra State Mining Corp, which was given to Lanco Infra to develop as a Mine Developer and Operator.

For Gare Palma Sector III, eight including Chhattisgarh State Power Genco, Goa Industrial Dev Corp, Gujarat State Electricity Corp, MP Power Genco, Maharashtra State Power Genco, NTPC, Telengana State Power Genco and UP Rajya Vidyut Utpadan are in the race.

Other in-demand blocks are Chendipada twin blocks, Dulanga, Mahanadi and Machchhakata, Manoharpur and Dipside Manoharpur, and Talaipalli.

There are some, most of which are in West Bengal, where there are single bidders like in case of Barjora, Barjora North, Gangaramchak and Gangaramchak Bhadulia, Kagra Jaydev, Kasta East, Sitanala and Tara East & West.

"Applications for allotment of 43 Schedule-II and III coal blocks have been received which are under evaluation as per the Coal Mines (Special Provisions) Second Ordinance, 2014," a letter issued to the applications said.
To ensure the smooth transfer of rights title and interests in these mines to the allottees, both state-owned as well as private sector companies, the coal secretary would be holding meeting with the chief secretaries of the states and the 29 applicant state governments-owned companies and central public sector units on Monday.

Meanwhile on Saturday Hindalco, bagged the Dumri mine in Jharkhand, its third win in the on-going auctioning process and its first from the Schedule III list of mines. Hindalco had earlier bagged the lucrative Gare Palma IV/4 and Gare Palma IV/5 from the Schedule II blocks. The winning bid for Dumri came at Rs 2,127 a tonne against the floor price of Rs 2,125. Indrajit Power won the Nerad Malegaon block quoting a bid price of Rs 660 a tonne against a floor price of Rs 413 a tonne.

Jaypee Cement bags mine in MP, auction on for two more

Jaypee Cement Corporation on Sunday bagged a mine in Madhya Pradesh while auction is on for one mine each in Chhattisgarh and Jharkhand on the fourth day of the second phase of coal block auctions.

Jaypee Cement bagged the mine, which was earlier allotted to MP Cement Mining Corporation, for an estimated Rs 2,473 crore. Bidding for Ganeshpur in Jharkhand and Gare Palma IV/8 in Chhattisgarh is still on.

"Mandla-South closes at (Rs) 1,852 (a tonne). Bidding on in other two blocks," tweeted coal secretary Anil Swarup. Among the race for Mandla-South in Chhindwara district of Madhya Pradesh were Andhra Cements Ltd, Godawari Power and Ispat Ltd, Hindustan Zinc Ltd, Jaypee Cement Corporation Ltd and Reliance Cement Company Pvt Ltd. It has reserves to the tune of 13.35 mt.

"Auction for Ganeshpur block, which is for power sector, began at 11 am with Rs 100 bid. For Mandla South, the auction began at Rs 1,850 per tonne while for Gare Palma IV/8, it started at Rs 1,675 per tonne," an official said.

To grab Gare-Palma Sector-1V/8 in Raipur district of Chhattisgarh, which has extractable reserves of 11.75 mt, there are eight players. Jayaswal Neco Industries Ltd, which was the previous allottee of this block, was allowed to participate in the bid by a High Court order dated March 5.

"In compliance of the orders passed by the High Court of Delhi on March 5, 2015, the following bidder (Jayaswal Neco) is added to the list of technically qualified bidders for Gare-Palma Sector-IV/8 coal mine."

The other bidders included Ambuja Cements, Bharat Aluminium Company, Hindalco Industries, Rungta Mines, Sesa Sterlite and Shri Bajrang Power and Ispat. For Ganeshpur mine in Latehar district of Jharkhand, about 10 players, including Adani Power, Adhunik Power and Natural Resources, Adani Power Maharashtra Ltd, CESC Ltd, Essar Power Jharkhand, GMR Chhattisgarh Energy, Jaiprakash Power Ventures Ltd, RKM Powergen Private Ltd and Reliance Geothermal Power Pvt Ltd are in the race.

The mine with 91.8 mt extractable reserves was previously allotted to Tata Steel and Adhunik Thermal Energy.
