DoT kicks off process to select partners for WiFi hotspots

It has proposed to charge for the service provided in these places

The draft technical parameters for inviting expression of interest (EoI) from licenced service providers for creating WiFi hotspots at public places across cities has been finalised and the government will soon commence shortlisting the processes for roll out.

WiFi pilot was already conducted in Bangalore and the government expects the roll out in top 25 cities by June next year. For this, the government will empanel three to four wireless service providers.

With such a tight deadline, the Department of Telecom (DoT) has swung into action seeking suggestions and comments from the Telecommunication Engineering Centre (TEC) to forward it to state authorities for approval.

While the WiFi hotspots in Bangalore are free, the government is proposing to charge for the service provided by players on the nationwide network.

"There can be various tariff packages," says a DoT note of deputy director general, PK Mittal.

These WiFi hotspots, which are an important part of the government's smart city agenda, are being created for "easier access to internet services thereby increasing the ease of communication on the move and availability of information on business and tourism".

Through these wireless network, which would be established via public private partnership (PPP), the government is looking to enhance broadband availability and connectivity

As per the draft parameter prepared by the government, the WiFi network has to provide at least 2 megabit per second speed in the coverage area and once the WiFi service provider signs the purchase order, its hotspot has to go live in no more than three months.

One of the rules prevent the empanelled service provider from using restrictive technology that could prevent other players from setting up similar services in the coverage area.

The government has assured stable power at all hotspot locations. Once the EoIs are received by it, the government will screen it and parties would be invited for making a presentation.

The government will then shortlist the service provider for the project based on the presentation and its profile.
