Coal auction: Four Sesa bids rejected, Adani, Birla bids sail through

The government on Friday rejected 42 bids for about 23 coal blocks while shortlisting the technical bids prior to the final bidding process.

Anil Agarwal group-owned Sesa Sterlite appears to be the biggest loser having got íts efforts rejected for mines like Chotia, Gare Palma IV 1, Gare Palma IV 4, Gare Palma IV 5, Gare Palma IV 7 and Kathautia.

Sarda Energy and Minerals Ltd, which had gone to court challenging the two-phased auction process, doesn't appear as a shortlisted bidder for mines like Gare Palma IV 1, 4, 5, and 7 and also Chotia.

Delhi High Court on Thursday permitted announcement of qualified bidders for the three blocks - Gare Palma IV/1, IV/4 and IV/7 subject to the final outcome of Sarda's case.

Another major loser is West Bengal Power Development Corp, whose bids for Tokisud North, Trans Damodar and Sarisatolli, which was previously owned by CESC, got rejected.

Other notable rejects are Birla Corp, OCL Iron, Sanvijay Engineering.

Sanvijay Engineering in fact got three of its bids rejected while OCL suffered defeat in two.

Usha Martin and Birla Corp suffered rejections in their bids for Kathautia and Bicharpur respectively.

A total of 134 bidders have been shortlisted out of the 176 technical bids received for the auction of 23 coal blocks that are already in production.

Of these, 48 bidders are for the seven blocks ?reserved for the power sector, and 86 are for the 16 blocks for the non-regulated sector, Coal Secretary, Anil Swarup, said on Thursday.

Among the initial list of 23 blocks for which initial technical bids were invited. five blocks have been removed from auction based on high court orders.

While Jabalpur high court directed coal ministry to withdraw Gotitoria East and Gotitoria West coal blocks from auction, Delhi High Court ordered removal of merged Utkal B-1 and Utkal B-2 and Gare Palma IV/6 from the list and directed a technical committee to review its decision to change the end-use norms of these mines.

Companies belonging to Anil Ambani Group, Shashi Ruia, Gautam Adani and Anil Agarwal are amongst those shortlisted.

The Adani group has bid for Amelia North, Sarisatolli, Talabira I, Gare Palma IV 2 and 3.

Anil Agarwal's Vedanta group eyed 14 blocks through his group companies like Sesa Serlite, Bharat Aluminium and Hindustan Zinc.

GMR put in bids for six while Kumar Mangalam Birla eyed three, putting in bids through Hindalco and UltraTech.

Anil Ambani has identified blocks like Amelia North, Belgaon , Gare Palma IV 2 and 3, Sial Ghoghri and also the withdrawn block Gotitoria East-and -West putting bids through arms like Reliance Geothermal Power and Reliance Cement Co.

The final stage bidding for these blocks would begin on February 15 while technical bids for Schedule III mines will be opened on Sunday, February 15.
