What do resolutions say?
“Let the House resolve that mortal remains of Afzal Guru hanged in Tihar jail be returned back to the family on the humanitarian ground so that they can perform his last rites according to the religious obligations”,reads one of the resolutions.Engineer Rashid, who heads Awami Itihaad Party (AIP), in his second resolution, urged the House to release all the political prisoners unconditionally for the return of peace in Jammu and Kashmir. “Let this house resolve that all the political prisoners languishing indifferent jails in and outside Jammu and Kashmir be released unconditionally to create conductive atmosphere for return of peace in the state”, the second resolution reads.
Can these resolutions be allowed?
Under the rules, the private member resolutions are being selected through the draw of lots. And only those selected are allowed to be tabled in the House for discussions. “I am writing a letter to the speaker of the assembly that these two resolutions are very important and if you really want have an era of reconciliation and then we should allow the two resolutions”, said Engineer Rashid.
Has the Assembly ever allowed such resolutions?
Engineer Rashid’s earlier resolution seeking amnesty to the parliament attack convict in 2011 was put off by the then speaker Mohammad Akbar Lone who adjourned the House without tabling it for discussions following the ruckus created by the Congress and the BJP members.Years later his second resolution seeking the mortal remains of Afzal Guru was also rejected by the then speaker Mubarak Gul citing rules of procedure and conduct ofbusiness.“Thosevoices that live in constant fear that bringing back Afzal Guru mortal remains back will lead to building some sort of memorial should answer how memorial of Jarnail Singh Bhindranwale has been established at sacred Golden Temple by Akalis”, he said.
Will any party support these resolutions?
Engineer Rashid has appealed the People’s Democratic Party and National Conference to get united for what he claimed the genuine causes of Kashmir. He however hit out at Congress for adopting what he said double standards for opposing return of Afzal Guru mortal remains and release of Masarat Alam.“Theytake bribe for telling the truth. Five Congress MLAs gave in writing that Afzal mortal remains should be returned just to get my vote for Ghulam Nabi Azad’s Rajya Sabha polls. Why don’t they expel these MLAs”, he said.
