This is not due to hair removal. They are Cherry Angioma and can be easily treated with a laser at your doctor. Left alone it will not harm you.

When you have fair skin a lot is taken for granted. One thing you must take a note of is if your skin is dry and therefore irritated and constantly being touched. That can itself make it darker and so all you may need is a good moisturiser at night and sunscreen with a hydrant during the day.
Look for any nutritional deficiency specially serum ferritin, low levels can lead to dark circles. Take a good multivitamin supplement as well. Try Kojivit cream at night on the dark areas.
