Vasundhara Raje gifts 730 days of child care leave to female govt employees

There is some great news for women working in the government sector. The government of Rajasthan, which on a wish-fulfillment spree has waved its wand again to offer the promised 2-year child care leave to working mothers.

The state government, on Tuesday, amended ‘The Rajasthan Service (Fourth Amendment) Rules, 2018, notifying two years child care leave (CCL) for female employees on the line of the Central government. 

The move is likely to benefit 1 lakh female employees and officers in Rajasthan in the election year. The move, however, comes with certain riders.

As per the notification, any female employee can take CCL for 730 days, i.e. two years, in her service time for taking care of two eldest surviving children for rearing or looking after their needs, such as examination and sickness etc. 

But such a child should be below the age of 18 years. The employees can avail the CCL for children up to 20 years when he or she is suffering 40 per cent disability. 

The leaves shall be of paid nature, equal to the salary drawn before proceeding on leave. They can be combined with existing leaves. It means CL (casual leave) or (PL) privileged leave may be clubbed together with CCL.

The government has introduced certain conditions to bring transparency in sanctioning of leave and also to avoid any ‘adverse’ impact on functioning of government departments across state. 

It has been clarified that the CCL cannot be claimed as a right. “Under no circumstances any female employee can proceed on CCL without prior approval of the leave sanctioning authority,” it explains. The government can also deny the leave applied for on the ground of proper and smooth functioning of works of achievements of departmental targets. It has been asserted in the notification that such leave shall not be granted for more than three spells in a calender year. Female probationers are also not entitled to the CCL and such leaves will be treated as PL (privileged leave). 

There are also riders for the employees who want to avail leave on the pretext for their wards living abroad for examination and in the case of sickness. The leave sanctioning authority will seek certificates of authorized doctor before sanctioning CCL, while in the case of child studying a certificate is must from the education institution concerned. The notification was issued by Manju Rajpal, finance secretary to the government.

For women, by woman

  • A female employee can take Child Care Leave (CCL) for 730 days or 2 years in her service time for taking care of two surviving children
  • The said child should be below 18 yrs
  • The CCL will be sanctioned for looking after child needs, such as examination and sickness
  • Probationers are not entitled to avail the CCL
  • CCL can’t be claimed as a right. A female staff can’t proceed on leave without prior approval
