Unapproved colonies causing loss to govt

Plot holders in such colonies do not obtain land patta but the government develops basic facilities without charging fees

Chairman of high powered committee on creation of new districts Parmesh Chandra has raised issue of financial loss to the government due to development of basic facilities in colonies on agricultural land. He has also suggested ways to recouping the loss.

He maintained that land plot holders in unapproved colonies do not show interest in taking land patta as the government develops all the facilities without charging conversion fees, development charges and regularisation fees. He further said that due to this people in approved colonies feel cheated.

Chandra wrote a letter to additional chief secretary (UDH) Mukesh Kumar Sharma on June 19 giving five important suggestions. He wrote that money worth crores was spent on developing basic facilities in unapproved colonies located in different cities of the state when locals bodies did not receive any fees or charges from the residents. He also wrote that residents in such colonies have no interest in taking land patta and plots and houses are being sold at high prices. Due to this, economic loss of worth crores was incurred in Jaipur only.

The chairman suggested that there should be ban on sale of plots, registry, sale deed and agreement to sale registration of the plots located in unapproved colonies on agricultural land. This would encourage people to go for regularisation of housing cooperative societies.

He also advocated amendment of rules for recovery of urban development tax from colonies on agriculture land. Demand notes should be sent to land plot holders who have not deposited land conversion charges. Arrears of land revenue should be recovered from defaulters. Collector’s power should be delegated to senior RAS officers. Deputy commissioner in an urban authority, secretary in urban improvement trust and commissioner in urban bodies should look after the recovery of regularisaton fees.

The committee chairman also recommended action against those officials who developed facilities in unapproved colonies as it was carried out without due permission.
