Turning a blind eye to income, JMC goes ‘crazy’ on numbers

The JMC has prepared a budget of Rs 1,852 crore for the next financial year 2018-19 which is one and a half times more than the previous year’s budget. The budget prepared by Mayor Ashok Lahoti is an unrealistic one that will fail to garner support. Instead of keeping the real income in equation, the size of the budget has been increased exponentially. In such a scenario, the financial burden on JMC will increase and the budget will reduce merely to a data document.

The mayor Ashok Lahoti had presented the budget of Rs 1251.91 crore last year. It is becoming a routine exercise for JMC to ignore the actual income in the budget and the estimate of expenditure is decided by setting the highest targets of income. But, this increases the economic burden every year on JMC.

Every year budget size is increased to 100-150 crore. But this time the mayor has increased the size of the budget by 600 crore while the annual income of the municipal corporation is not even anywhere near it.

The Municipal Corporation had fixed the income target from the Urban Development Tax at 180 crore last year. But, the corporation could recover only 33.25 crore of UD tax by November 30, 2017.

Similarly, the income from house tax was expected and fixed at Rs50 crore,  but by November 30,2017 JMC could recover only Rs31 lakh. Despite this, the mayor has set a target of UD tax of Rs225 crore and house tax 49.50 crore in the forthcoming budget. The municipal corporation has not been able to recover 100 crore of UD tax and house tax ended in 2007. However, every year targets for house tax in budget is fixed in crores.

Similarly, the target of Rs 210 crore was fixed in the previous budget for land auction and allotment segment and no income was received from land auction till 30 November 2017. Despite these dismal figures, land auction target of 180 crore has been fixed in the upcoming budget.
