Civil servants belonging to IAS, IPS and IFS cadre will not be granted leave for foreign visit or tour on the pretext of booking tickets in advance, the Department of Personnel (DoP) has clarified, saying that such applications will not be entertained.

The department has issued guidelines on the issue of foreign travel of senior civil servants, comprising IAS, IPS and IFS officers posted with Rajasthan cadre.

It was highlighted by the department that the officers used to book air tickets prior to applying for the leave.

According to the department, this ploy was used by many officers as a tool to exert pressure on the administration to sanction their leave.

To stop and discourage such practice in future, the department has come up with fresh guidelines, restricting the booking of air tickets in advance as the basis for sanctioning the leave to personnel for foreign travel.

The department has clearly stated that any official who wishes to go on a foreign tour must seek the permission before booking air tickets and hotel accommodation.

“Henceforth, IAS, IPS and IFS officers planning to travel abroad must make necessary arrangement only after getting the leave sanctioned by the department. In future, booking of the ticket and other arrangements for the stay will not be taken as the basis for sanctioning the leave,” read the guidelines issued by department secretary Bhaskar A Sawant.

A copy of the same was sent to the chief minister Vasundhara Raje who is also having the charge of DoP.
