Despite its first phase being held as non-viable in its current format by the CAG, the Jaipur metro is likely to advance to the second phase with existing capacities. The state urban development department denies of any possible halt to the project at the current stage, even as possibilities of any financial assistance from central government remain bleak.

“The project cannot be halted now, we have to introduce the second phase to restore feasibility to the project,” says the additional chief secretary, urban development.

It has been accepted by the Jaipur Metro Rail Corporation that the DMRC has used inflated population estimates while preparing initial detailed project report of the metro. A recent report of the Comptroller and Auditor General (CAG) office has also raised an objection on the selection of the first phase for implementation. The report has suggested that JMRC must look for alternative arrangements like light rail transport for its second phase. The revenue generation for the first phase of the metro has been largely short in comparison to its operational cost. However, JMRC officials insist on the necessity of a medium-scale metro for Jaipur.

“Even the latest survey with rectified population figures suggest the need of another medium-metro corridor from Sitapura to VKI,” says a senior JMRC official.

As the metro officials are reluctant to adopt a more economic light rail transit system for the second phase, arrangement of its funds is also going to be an uphill task for government.

In absence of unified metropolitan transport authority, the state is unlikely to get funds from central government for the Jaipur metro. The state government has been trying to pursue the central government for a 20 per cent share in the Jaipur Metro. However, the process remains pending in absence of due procedures at end of state government.
