The leader of Opposition (LoP) Rameshwar Dudi on Tuesday moved a breach of privilege motion against parliamentary ministers Rajendra Rathore and deputy chief Madan Rathore, accusing them for making baseless allegations based on a video in which he was seen betting. Speaker Kailash Meghwal accepted the motion and forwarded it to the Privilege committee to examine it and report.

During the zero hour assembly witnessed noisy scenes and uproar as ruling and opposition party benches clashed over a video purportedly featuring Dudi that has gone viral. Dudi, speaking on the same, tabled a breach of privilege motion against Rajendra Rathore and Madan who on January 16 without any prior notice or referring the video alleged him in betting of Rs 3 crores for by election held recently.

“I have no connection with betting. The video referred was made during a press conference on January 20, 2018 in Nokha. The video has been tampered. In my life, I have been never involved in betting,” said Dudi while tabling the motion which was signed by 10 MLAs of Congress. He requested the speaker to accept it under rule 157 of rules procedure and take apt action.

As the motion tabled, the minister and the deputy whip rose from their treasury benches and tried to speak, which was not allowed by the speaker. Even, the deputy whip flared his mobile seeking permission which had the video of Dudi. The House saw an adjournment over the issue even as Dudi stoutly maintained that the video was a fake one. It was followed by noisy scenes and benches of ruling and opposition clashed with shouting.

Meanwhile, Meghwal accepted the motion and referred it to the privilege committee for investigation. Ruling party legislators, however were unsatisfied, and demanded a forensic science lab probe in the matter. Home minister Gulab Chand Katria rose from the bench when speaker not gave permission to Rajendra Rathore and spoke of FSL probe into the video.

Meghwal cited rules and said that the Chair can accept a privilege motion moved by any member for probe.. “It is my right how I take and give ruling over a privilege motion sent to me. In this examination, all aspects will get covered, what home minister said too. I have given the ruling and no debate should further held on it,” said Meghwal. Despite the speaker’s ruling when ruling and opposition members continued making noise, he adjourned the house for one hour.

What is privilege committee

The Committee on Privileges examines every question of privilege referred to it. The Committee may hear the member who raised the question of privilege in a written statement or verbal request. Currently, the committee of nine members in Rajasthan assembly is headed by BJP MLA Jogaram Patel.
