Rajasthan: Policy to regulate M-sand on cards within a week?

In wake of the Supreme Court’ ban on sand river, the Gehlot government has started exercise to give legal framework on M- Sand (manufactured) production, supply to meet the growing demands of the real estate and construction of dwelling units, infrastructure projects. A policy in the context on how to regulate production and supply of M-Sand is expected to be prepared within a week.

“On the lines of Delhi and Haryana where M-sand units have been established to meet the construction demands, the state government has issued directives to the officials to draft a policy on M-sand that is a best substitute for sand river. It is a cheaper sand compared to the river sand and can meet the growing demand,” said Pramod Jain Bhaya, Mines minister.

Bhaya added that government is working extensively to auction smaller mining leases of Bajri (sand river) in few districts of the state. With the new mining leases which are smaller in size, the mining can be done after which the supply of bajri will increase across the state. All these plots are of sizes between 5 to 50 hectares. For these plots, one time premium amount is payable in 4 installments.

The sources inform that production of manufactured sand has raised in Rajasthan in wake of the Supreme Court ban on sand river. The state has witnessed establishment of 20 such plants, all of these came into existence over the past couple of years following ban on mining of river sand. The trade of the sand continued in lack of any guidelines from state government. However, chief minister Ashok Gehlot on Monday issued instructions to mines officials to give a legal framework on m-sand production by drafting a policy.

Notably, M-Sand is a substitute of river sand for concrete construction. It is produced from hard granite stone by crushing. The crushed sand is of cubical shape with grounded edges, washed and graded to as a construction material. The size of manufactured sand (M-Sand) is less than 4.75mm. It is well graded in the required proportion. It does not contain organic and soluble compound that affects the setting time and properties of cement, thus the required strength of concrete can be maintained.
