Rajasthan: Lack of coordination among depts hits affordable housing

As civic development bodies struggle to find investors for projects under affordable housing schemes, the developers are disheartened over improper implementation of the schemes. The state government has even extended several exemptions to attract investors for these projects, however, the builders remain doubtful. 

“There have been instances when builders were asked to submit betterment levy against the ‘exemption’ in floor area ratio extended under the affordable housing scheme,” says Gopal Gupta, chairman of Confederation of Real Estate Developers Associations of India, Rajasthan. 

The recently implemented unified building bylaws provision for 0.75 per cent additional built up area ratio (BAR) for projects under the CM Jan Awas Yojna. Though the builder body chairman claim that it is not easily extended by the local development bodies and is creating difficulty for investors.  

“This lack of coordination between departments is discouraging the investors despite all efforts of the government,” he adds. 

Meanwhile, the civic bodies have been finding it difficult to pursue investors and  the Rajasthan Housing Board is seeking partners for its housing projects of Economically Weaker Section (EWS) and Lower Income Group (LIG) at four locations in Jaipur after its scheme to develop 2592 EWS/LIG flats at Mahal Scheme. 

Unable to attract bidders thrice, the Jaipur Development Authority has amended several of the agreement terms for attracting contractors to fulfill its Economic Weaker Section (EWS) housing scheme. The development authority intends to develop nearly 3,000 of such flats at an estimate cost of over Rs 100 crore under the CM Jan Awas Yojna. The urban development department has even raised the bid ceiling for projects under the CM Jan Awas Yojna and the bid cap has been raised from Rs 1000 to Rs 1100, yet the builders expect more.
