Rajasthan High Court seeks reply on shortcomings in farmers’ crop insurance scheme

Rajasthan High Court has sought a reply by issuing a notice to the state’s chief secretary, chief secretary agriculture, chief secretary disaster management, chief secretary revenue and union secretary agriculture along with Bajaj Allianz General Insurance regarding several shortcomings in the farmers’ crop insurance scheme. A division bench of chief Justice Pradeep Nandrajog and Justice GR Moolchandani gave this order while hearing the petition by Rampal Jat.

It was mentioned in the petition that the farmers’ crop gets insured as soon as the kisan credit card is created for taking the loan. The insurance company automatically deducts the premium on the basis of the area of the farm. In such a case, the farmers have to get the insurance done, even if they do not agree. In return, the farmers can only get the compensation if more than 50 per cent of their crop is damaged due to bad weather.

The petitioner Jat claims that patwari, agricultural supervisor and village servant send a combined report of damage to the revenue department. The amount of compensation is decided on the basis of the report. It is said in the petition that patwari is not an agricultural expert. Apart from this, where the premium is levied on the basis of the area of each farm, but when it comes to compensation, the crop damages of the entire village are calculated together.

It has been been argued in the petition that actual compensation amount should be granted to the farmers on the basis of report of agriculture department. Giving an example, it was stated that where the Jhunjhunu revenue department calculated the crop damage as 30 per cent to 40 per cent, the revenue department considered it as 15 per cent to 20 per cent.
