Rajasthan 2 steps away from fulfilling Ease of Doing Business targets

Despite improving its Business Reforms Action Plan (BRAP) ratings of Department of Industrial Policy and Promotion (DIPP) ranking last year, Rajasthan is falling short of two of the 372 areas planned in the current year to improve ‘Ease of Doing Business’. At present, the state stands 6th in BRAP with 99.46 per cent compliance. The state is yet to ‘integrate data for property-wise mapping of transactions’ and ‘allow intimation of mutation as soon as the deed gets registered’.

Either of the pending areas are related to land registration and making the process more transparent. These have been held up following the challenges faced in integrating the data across offices of sub-registrar, land record office and all municipalities. After implementation, these measures will bring transparency in process and protect investors against fraudulent deals.

Meanwhile, the corporate sector remains enthralled with the percentage of achievement made by the government. The PHD Chamber of Commerce and Industries in an evaluation of the progress made in Rajasthan in a recent report submitted to the state government has hailed the progress achieved in the state Rajasthan and called for further promotion of the same.

The report evaluated all the 372 measures and their implementation at the ground level. The PHDCCI experts have recommended speedy implementation of the two remaining areas and also suggested various other measures to improve on the ‘utility’ of several others. In certain cases, the state has been requested to do a little more than requirements of the action plan.

Interestingly, Rajasthan has been ahead of most states in the initial implementation of the reforms and was among top three at real time ranking till January. However, the challenges in integrating land transaction data has pulled it down in the ranking.
