PM Narendra Modi’s insurance scheme for farmers sees poor response in Rajasthan

The farmers’ interests to avail Modi government’s flagship scheme Pradhan Mantri Fasal Bima Yojna has declined drastically in Rajasthan. A dip of 33 per cent in its coverage has been reported, which is the highest as compared to the other states across the country.

In a reply made in Parliament recently the Union state minister for Agriculture Purushottam Rupala shared details of progress of the scheme which was launched in the year 2016-17. The details underline poorest response of farmers to the scheme in Rajasthan, registering a decline of over 3 million farmers here. 

Nearly 91.5 lakh farmers were registered under the insurance scheme in 2016-17, which in the following year reached to 60.1 lakh, recording a dip of 33 per cent.

Rajasthan is not alone where the crop insurance scheme failed to attract farmers. In Maharashtra, Madhya Pradesh, Karnataka, Uttar Pradesh, Gujarat, Kerala, West Bengal etc, the scheme’s coverage has declined. 
In these states the farmers coverage dipped in lakhs up to 10 lakh while Rajasthan has topped the list with a dip of 3 million farmers in consecutive year of the scheme. It is 33 percent dip against 15 percent insurance coverage average registered nationally.

Meanwhile the Union minister accepted that there is a decline in coverage of farmer applicants in 2017-18 as compared to 2016-17. “This is mainly due to factors like the announcement of Debt Waiver Scheme in Maharashtra and Uttar Pradesh, farmer’s perception of mitigated risk in 2017-18, which was a good monsoon year...,” said the minister.

The loan waiver factor ascertained by the minister seems to be applied more or less in context of Rajasthan. Here, the loan of farmers was waived off in February during Budget session before Rabi sowing. When DNA contacted Neel Kamal Darbari, ACS Agriculture, to know the reasons for the downfall in coverage of scheme in Rajasthan, she said she is not aware of the subject.
