No decision from Rajasthan Government on power and works, yet JMC panels clearing proposals

The state government is yet to decide the powers and works of the four committees formed for the first time in Jaipur Municipal Corporation (JMC). However, this has not deterred the members of these committees from holding meetings and even passing some important proposals. So, when such committees which do not have the powers and the works decided how can they pass proposals?

The Local Self-Government (LSG) department orders the formation of municipal committees and generally their powers and functions are decided after their formation. The LSG department then issues orders relating to the works and powers of each committee. In JMC, 21 committees were formed in 2014 and their power and work were allocated then.

This year on May 17, JMC’s functioning committees were re-formed along with five additional committees. Now, out of these 26 committees, the power of 22 committees have already been decided. 

But the powers and works of the four committees—Women Empowerment, Hoarding, Sewer and the Roadside Vendor Rehabilitation committees—which were formed for the first time are yet to be decided. 

Meeting of Women Empowerment Committee (WEC) was held on June 29 under the chairmanship of chairperson Kusum Yadav. Six proposals were included in the meeting agenda and the committee passed various proposals including setting up of a crèche at JMC headquarters, distributing 10,000 laharia saris, giving priority to cancer, HIV and other critical disease women patients in dairy booths allotment and to organise a laharia competition.Minutes of this meeting were released on July 10. Now the JMC officials are confused over the proposals passed as the government has not yet decided under which sections of the Rajasthan Municipality Act 2009, the WEC will work. Thus proposal passed by WEC can be considered as illegal.

On the other hand, there is a possibility of a dispute over these proposals as the Cultural Committee has the jurisdiction to organise the Laharia competition, while the License Committee has the dairy booth allotment powers.
