Work on the Ring Road has been stalled at Nevta area as the project trajectory runs in lake water. The National Highway Authority of India has put on hold on the Ring Road works after objection from the Water Resources Department.

"The empowered committee for conservation of water bodies has written to the Water Resources Department and Jaipur Development Authority (JDA) regarding complaints of Ring Road being laid in Nevta lake area, a copy of the letter was forwarded by us to JDA to comply with the committee's direction," says Shikhar Agarwal, principal secretary Water Resource Department.

JDA officials though attempt to shrug off the issue being 'between NHAI and Water Resource Department', the issue has emerged from indecision of the JDA. The authority first failed to notice that the road trajectory proposed at detailed project report passes through bed. Even when the issue came to notice, the JDA apparently preferred to ignore the issue.

The water resource department had several months ago proposed to surrender the lake to JDA. The proposal was made in series of water bodies in urban areas being transferred to local development bodies. The JDA officials neither accepted the proposal, nor sought to alter the Ring Road trajectory.

JDA concealed fact from NHAI?

As the work on the Ring Road comes to abrupt halt at Nevta, the contract between NHAI and JDA might also require alterations. JDA hols that its for NHAI to develop road on the proposed track and build 'flyovers' or 'elevated road' wherever required. However, the project report agreed upon between the two authorities do not clearly indicate the 'disputed' portion to be part of water body. Meanwhile, the NHAI officials also maintain it to be a responsibility of JDA to provision for the land. The JDA apparently had 'concealed' these facts.

More funds pour for the project.

Meanwhile, NHAI has reportedly cleared proposal to provide Rs 200 crore to JDA for acquisition of land for cloverleaf flyovers. The proposal has now been sent for clearance to the ministry. The NHAI has previously agreed to provide the money to JDA. However, the land acquisition remains delayed as cash strapped JDA is unable to compensate the affected farmers before hand. Nearly 26 hectare of land is proposed to be acquired for development of cloverleaf flyovers. The NHAI has also been unable to invite tender for the project before the acquisition process is completed.
