A rare case of forging documents has surfaced in PHED department in which an engineer got a government job, continuous promotion and became an additional chief engineer in Kota. An inquiry report drafted by Bundi district collector has confirmed the corrupt practice of production of fake caste certificate by Ramkishan Bhartiya; however the department officials shy to take action against the ‘guilty’ officer and are engaged in saving him somehow.
In 1982, Ramkishan managed to get caste certificate of Garasia, a schedule tribes notified at no 5 in the list by the social justice department, and getting reservation under the category he got posting as an engineer in the department in the following years. He got promotion continuously in the department and currently, he is posted as an additional chief engineer.
A couple of months back, a complainant approached PHED department claiming that Ramkishan, who got the benefit of ST reservation, indeed belongs to Banjara community which is notified at 5 places in OBC (other backward class). This further initiated an inquiry at the level of Bundi district collector.
The findings of the report ordered by the collector confirm to the allegation made by the complainant. “According to the report (drafted by the SDM Bundi), Ramkishan S/O Dhanna Lal (a resident of Taleda Tehsil), belongs to Banjara caste which is OBC. While the Garasiya caste is mentioned in ST list,” says the report, a copy of which is available with DNA.

Despite inquiry report in hand, the PHED department has taken no disciplinary action against the official under question. Even the entire system is trying to save the engineer while waiting for action by Bundi administration.
“In the collector’s inquiry, Ramkishan’s caste has been ascertained Garasia which is an OBC. This is a mistake on the part of the officials who issued a fake certificate to him. The collector has to decide action and later we will take accordingly. Though, procuring ST job by the engineer is wrong,” said Ashok Garg, the chief engineer under whose supervision the case is pending.
The entire episode exposes how convenient it is for anyone to forge, manage document in such shabby system to get a government job followed by promotion and perks. The government’s system here appears exposed from top to the bottom. Meanwhile, Ramkishan talking to DNA has denied of having information related to the inquiry. “I have no information about any inquiry related to my caste certificate.”
