For the second time in the history of Jaipur Municipal Corporation (JMC), the annual budget may not be passed in the General Body Meeting (GBM). The municipal budget for the financial year 2018-19 may be directly sent to the state government once again and the state government will have to approve the budget. 

The JMC had sent annual budget of the fiscal year 2018-19 directly to the state government for approval last year. This time once again the same situation has arisen in the JMC.

Under the provisions of the Rajasthan Municipalities Act-2009, the budget for urban bodies should be passed by February 15. After passing the budget from the urban body, the budget will be sent to state government for approval. The State Government may amend the budget provisions. 

The Finance Committee of Jaipur Municipal Corporation has prepared a budget of Rs 1870 crore for the financial year 2019-20. This budget is more than 18 crores than last year. Mayor Vishnu Lata had issued orders to convene a general body meeting of JMC on February 7 to pass the annual budget. The meeting agenda was also released. Meanwhile, on February 6, the health of the Mayor worsened and he was admitted to hospital. JMC Commissioner Vijaypal Singh postponed the General Body Meeting of JMC which was called on February 7 for a new date.

Now the possibility of JMC’s general body meeting is very low. There is a holiday on Saturday and Sunday on February 9 and 10. While the budget session of the assembly is proposed from February 11 to 13. The budget session of the assembly may continue for more days. In the urban bodies, local legislators and MPs are members of the board. In such a situation, during the assembly session, GBM of urban bodies cannot be called. In such a situation, the meeting possibility of JMC General Body meeting is very low.

According to sources, the JMC administration has now started preparing to send the budget directly to the state government. Last year the budget was sent directly to the state government. Then Mayor Ashok Lahoti did not convene the meeting of JMC General Body due to assembly budget session and Swachh Sarvekshan- 2018. The budget of Financial Year 2018-19 was sent directly to the State Government. The state government had approved the budget. For the first time in the 23-year history of the municipal corporation, the budget was sent to the state government without passing it from GBM.
