The first comprehensive mobility plan of the city approved in 2010 had targeted to raise the share of public transportation from 19 per cent to 50 per cent. However, the share stands to have dropped below 14 per cent over the years.

A recent comprehensive transport study presented at Jaipur Development Authority (JDA) stated the public transport share in the city to be 13.8 per cent and among these only 9 per cent are totally dependent on the public transport.

The decline in commuters opting for public transport is alarming as two major public transport projects, the Bus Rapid Transit System (BRTS) and Jaipur Metro came under implementation during the period. The transport model proposed had predicted that the BRTS will help increase the public transport share to 32 per cent, unfortunately, this stands corrected. The metro too has failed to attract more people towards public transport, the poor feeder service has been a major shortcoming sighted by many of the metro commuters.

Meanwhile, increasing number of private vehicles continue to pose more challenges for traffic management in the city. “The mobility plan had suggested development works of nearly Rs 17,000 crore of which only partial have been implemented since among these, the Jaipur metro has the maximum share,” said a JDA officer. Strengthening of public transport has been a focus of the union ministry of Urban Development, the ministry too has set a goal of 50 per cent public transport share at urban areas. Financial assistance for metro and BRTS project has been extended by the ministry to achieve the goal.  It has also been the poor implementation of the transport projects that has demotivated people from public transportation.

It is estimated that an average household at Jaipur spends 8 per cent of its total income on transportation. However, in absence of adequate facilities, , the residents are dependent on private vehicles to meet their requirement.
