The controversy has arisen over the administration taking back the official vehicle of Jaipur Mayor Ashok Lahoti and deputy mayor Manoj Bhardwaj under the Model Code of Conduct for state assembly elections.

The mayor has now accused the Election Department of acquiring the vehicles and parking them in the motor garage unconstitutionally. He has expressed his objections by writing a letter to Chief Electoral Officer (ECO) Anand Kumar. Lahoti said that this move of the Election Department will affect the daily work of the Jaipur Municipal Corporation (JMC).

Mayor wrote a letter to the CEO on October 15. In the letter, he raised the question on the manner in which the government vehicles of the mayor and deputy mayor were taken away. Lahoti has written that the Election Department announced the Model Code of Conduct on October 6, at around 3:30 pm. With this announcement, the department acquired the vehicle and put them in their garage. Thus, taking possession of their vehicles is an unconstitutional move. “If I received the letter of Model Code of Conduct, I would have on my own parked the car in the municipal garage. This step of the Election Department is against the October 10, 2018 order. He asked in the letter that will the mayor and the deputy mayor not visit the office for two months? Will the work related to the public be put at a halt?”.The mayor has sought guidance from CEO while expressing the possibility of the closure of municipal work during the code of conduct.

Mayor has written that under the 74th amendment in the Indian Constitution, the post of mayor is not the post of political elected representative or a political appointment. The mayor has administrative and financial rights in the form of the head of the Institute of the local self-government. The state government has given full financial and administrative rights to the mayor. The Municipal Corporation has works related to the daily life of the people under which, the works like cleaning, sewerage system, stray animal catching, street light arrangement, maintenance of parks is done.
