Jaipur: Amendment in master plan proposed for petrol pumps

The urban development department has a provision for amendment of master development plan land use for the establishment of petrol pumps. The amendments shall be made under the rules of unified building bylaws and will be applicable to areas where there is no petrol pump in a vicinity of 2km.

The recent decision paves the way for establishment of such petrol pumps which were early restrained by high court, ruling out amendment in the master plan.

“In its order made on January 12, 2017, the high court had allowed land use change in master plan for works of public interest,” says a senior urban development officer. “After discussions at appropriate level it has been decided that petrol pumps are also part of basic facilities and thus establishment of petrol pump at locations with no station in ‘circumference’ of 2km,” he adds. This order provides space for development of facilities at the newly-developed colony. The use of term circumference though reduces the distance from the nearest petrol pump under 400 metres.

The state government has included establishment of tourism units in ‘larger public interest’ category for land use conversion. Thus, land use conversions for these will now be possible even against the set master development plan of the area. However, such use conversions in ‘larger public interest’ shall still be subject to approval at the state government level.

It is, however, not the first trade to be placed in category of ‘larger public interest’, the state government last month had included ‘tourism units’ in the category. The tourism ministry has proposed it in consideration of difficulties being faced by several of the investors in acquiring land use change permissions. The government agreed that establishment of tourism units create direct and indirect employment in the local area and thus they should be included in the category.

Specifications specified under clause 8.22

  • Minimum land requirement for Petrol pump /CNG/ LPG station (two-four wheeler ) 20 meter X 20 meter
  • Filling station (only two and three wheeler) 18 meter X 15 meter
  • Petrol pump /CNG/ LPG filling station cum service center 36 meter X 30 meter
  • Minimum road width for such stations at big cities shall be 24 meter and 18 meters for small and medium cities. 
  • The technical specifications including maximum height of 7 meter, Built area ratio of 0.25 and the covered area should not be more than 20 %. While it must have a minimum 3 meter setback on sides and back.
