Ministers and bureaucrats may have differences and even at times fight over powers, but both of them are united when it comes to disclose information about their movable and immovable assets. Ministers have been issued reminders whereas the bureaucrats too have been warned, but to no avail.
At a time when the state government is celebrating its fourth anniversary, barely one or two ministers have submitted wealth details. Even for the financial year 2016-17, higher education minister Kiran Maheshwari and minister of state for revenue Amraram Choudhary have submitted their property details, but that too is not available on the government website of cabinet secretariat and are locked in files. During four years of the BJP government, barely a couple of ministers provided property details and that too is not uploaded on the website. Withholding vigilance clearance, stopping increments and keeping out from promotion are some of the provisions for punishment in case a bureaucrat doesn’t file property details within stipulated time period, however, this remains only in papers. There is not a single case of applying these provisions. There are 16 IAS in the list of department of personnel who have not provided property information. The department said that these 16 officers promoted from RAS to IAS in 2017, hence, they have to file property detail by January 1. The central government had directed all Union and state ministers to file property details every year by August 31. Not doing this is considered violation of accountability and transparency Act.
A minister has to file details of his and his family members’ assets, loan and business interests to the PM or the CM. This includes movable and immovable assets including land, shares/debentures, jewellery with estimated value and cash. He has to inform about his and wife’s inclusion and exclusion from ownership and management of business entity.
