A major scam relating to postings of home guards in the Vigilance Cell of Jaipur Municipal Corporation (JMC) has come to light. About 278 home guards are deployed in rolls of JMC and of these, around 100 are existing only in files. These guards are not on duty with the municipal corporation, but the payment is being made in their names.
Six home guards posted with the JMC complained to mayor Ashok Lahoti while disclosing about the scam. As a result of the complaint, they were relieved from the JMC and surprisingly no action was taken on their compliant by the corporation.
Now, the mayor has instructed JMC Commissioner Ravi Jain to investigate the matter and bring the six home guards back on duty.
According to sources, the home guards are deployed in JMC’s Vigilance Cell through the Department of Civil Defense and each one is paid at the rate of Rs700 per day.
“There has been a lot of irregularity in the posting of home guards. 100 home guards posted in the JMC are not on duty. Their names are registered in the registrar, but the attendance column is blank. This is a serious matter. I have written a note sheet to Commissioner Ravi Jain for probe,” Ashok Lahoti, Mayor.
According to the records, 278 home guards are deployed with the JMC. Of these, 15 are deployed in VIP security, five are posted at the house of two IPS officers and one home guard is posted at RPS officer’s house while 3 are in police lines. The salaries of all these home guards is being paid by the JMC.
Mayor, while taking the complaint of the home guards seriously seized the attendance register of the home guards. When he checked it thoroughly more shocking facts came to light. The names of the guards were written on the register but the attendance column was kept blank.
The mayor has now instructed an investigation and ordered the administration to take the six home guards back on duty.
Their Work
Home guards have been deployed in JMC for security of municipal headquarters and zonal offices and also to help during JMC’s action against illegal construction and encroachments. They are also deployed at JMC community centres, night shelters and zonal offices. There is no arrangement to cross-check whether they are working on field or not.
