Chief Secretary NC Goel took to task the senior most IAS officers who head the departments which failed to forward annual progress reports to Rajasthan assembly in budget session which brought ‘huge’ embarrassment to the government on the floor. Goel asked the senior officers to ‘fix’ responsibility on the guilty subordinate officials who were in-charge of drafting the reports and take action accordingly.

A day after returning from Berlin International Travel Bourse (ITB), the top most official was found in action in the secretariat on Wednesday. Post to disposing off routine files, Goel summoned senior officials of the department and held discussion with them in the conference room over delay in forwarding annual reports to the assembly.

Goel strictly told them such lackadaisical behaviour will not be tolerated in future and the officers in charge of the works will not be allowed to let go this time as well.

According to the sources, he directed them to take strict action against those who failed to forward the reports to the assembly. The heads of the department including additional chief secretary and principal secretary assured the top official of action soon as per his directions.

During budget session which concluded on March 9, the state government faced embarrassment when deputy speaker Rao Rajendra Singh advocated ‘right of the House to seek information’ as MLA from Sanganer Ghanshyam Tiwari walked out in protest for delay in submission of annual reports in the assembly.

All the state government departments, bodies and universities have to submit their annual reports. However, often these get delayed even for years and many departments including Agriculture University have been failed to forward the reports to the assembly. This time though the deputy speaker sought to correct the same and asked the parliamentary affairs minister, Rajendra Rathore to take the action. The meeting held by CS Goel was in continuance of the directions issued by the deputy speaker.
