CAG bar over boozing in bottles

Chemical analysis reports have revealed that many distilleries in Rajasthan have been bottling liquor ‘stronger’ than the excise department limits. Samples sent to government labs for testing between year 2014-16 were found to have excess alcohol in Indian Made Foreign Liquor (IMFL) and Country Liquor (CL) produced from two production units at Jaipur and four at Udaipur. According to estimate of Comptroller Auditor General (CAG) the breweries in the period poured 35,996 London Proof Litre alcohol in their liquor. 

A higher proportion of alcohol might get blends and brews popular among masses seeking ‘extra strong’ kick, it remains a clear violation of rules. The state excise departments apparently were also not interested in obstructing the extra alcohol flow. 

“No action was however, taken against the distillers by the concerned district excise officers,” states the CAG report. The inaction on part of officials is questionable as the government lab reports between September 2016 and January 2017 revealed of the irregularities. 

Scrutiny by the CAG was, however, only concerned on the revenue loss and pointed out recovery of Rs 57.06 lakh from the manufacturing units against the excess alcohol dispatched by them. As the alcohol content was above permitted levels, the excess alcohol was held as sold without paying due excise. 

After the issue being pointed out by CAG, two manufacturing units had deposited Rs 35.54 lakh by September 2017, two others have appealed at court against the recovery orders, while the recovery was reported to be under process in remaining two cases. 

However, those associated with the trade feel that the financial recovery shall not demotivate the distilleries from tipping their consumers.
