Brakes applied on babus ‘direct link’ with Central government

The Vasundhara Raje government, it seems does not want its officers to deal directly with the Central government! Or why else would the state government, in a fresh advisory, strictly warn the officers not to correspond directly with the Centre. Till now, there was practice among the state IAS and IPS officers to have direct correspondence with the Government of India (GoI) on all issues related to their service matters.

There have been several instances when All India Service (AIS) officers, primarily IAS and IPS officers were found raising claims or objections or sending representations on their service matters to the Department of Personnel and Training (DoPT), which deals and decides their service matters on promotion, empanelled. With such a practice the officers used to bypass the state government and the state’s Department of Personnel (DoP) was not kept in the loop or intimated about the officers’ communications. Sometimes this came as an embarrassment for the state government as it has no idea what to say when the DoPT put up queries on such matters that were forwarded directly to it.

The DoPT officers have recently conveyed about such a conduct of Rajasthan cadre officers to Raje government which in turn prompted the state DoP to issue an advisory directing all the officers to give up the practice of directly communicating with the Centre with immediate effect.

“The Government of India has brought into notice of the state government that a few AIS officers are not communicating on their service related matters through proper channel and approaching the Centre directly. Hence, the AIS officers are asked to forward any matter on their services through the channel of state government only,” states the issued advisory.

When contacted the DoP sources informed dna that several promoted IAS officers forward their representation regarding pay anomalies to the Centre directly. “The Centre apprised us about the representation made by promoted IAS officers. That’s the reason why we issued the advisory asking all AIS officers to forward any representation or any service issue through the channel of the DoP,” said a senior officer with the DoP.
