Ahead of election year, cabinet takes bold steps

A cabinet meeting headed by chief minister Vasundhara Raje has decided to amend the Rajasthan Bovine Animal (prohibition of slaughter and regulation of temporary migration or export) act 1995 to allow export of bull calves of the age of 2 years or above for breeding and purposes related to agriculture to the states where slaughtering is banned. The highest panel also changed the name of pensions scheme meant for prisoners arrested under Maintenance of Internal Security Act (MISA) and Defence of India Rules (DIR) into Rajasthan Loktantra Senani Samman Nidhi.    

Parliamentary affairs minister Rajendra Rathore, briefing the media of decisions taken in the meeting said that amendment bill in the Bovine Act 2017 will be forwarded to the President of India for consent before tabling in the assembly. “Under the amendment sections, the bull calves of 2 years or above age will be allowed to be exported into the states which have act for prohibiting cow slaughtering. The buyer will have to produce an affidavit that he will take care of the calves and later will use them for the purpose of agriculture or breeding. The amendment is for allowing only male calf and initially, Nagauri bull calves, who are known for their good growth and built will be covered under it,” Rathore told.

The Cabinet gave a nod to amendments to cover left out prisoners, who were detained during the emergency, for the current pension scheme. “Currently, a provision in the scheme makes prisoners being Rajasthan native to get the pension when detained in the prisons of the state. Now, any Rajasthan prisoner detained anywhere in the country under MISA, DRI will get same medical allowances and pension. Also, those prisoners who have been left out from the pension will be covered fresh when they will produce an affidavit with a testimony of two prisoners and the affidavit needs to be attested by the MLA or MP concerned of the area. Also, minor prisoners can apply for the pension,” said Rathore adding that so far, only adult persons detained under MISA and DIR and kept in any of Rajasthan jails during the emergency were entitled to get the pension of  Rs 12,000 and a monthly allowance of Rs 1200. There are 1,050 registered prisoners listed in Rajasthan.

It was also decided to free the land of five villages from acquisition for Delhi-Mumbai Industrial Corridor (DMIC) because the villages are close to the national highway and the compensation amount was high as compared to the compensation decided for other five villages. In place of those five villages, the land will be acquired from other villages and a 60-meter road will be constructed to link that land to the highway, the minister informed.
