University of Rajasthan grapples with running SFS courses: RK Kothari

University of Rajasthan has recently come under scrutiny for irregularities in running courses under the Self Finance Scheme (SFS), availability of permanent faculty and allocation of funds for each department. Rangoli Agrawal speaks with Vice Chancellor RK Kothari about his steps towards tackling the situation.

What are the issues regarding operation of courses under Self Finance Scheme?

The biggest problem is with running the Self Finance Scheme courses. The issue is with three year evening law course and five year law course, and education department. Bar Council of India did not have such issues earlier. They are now demanding to convert it into a regular course. I have written three letters to the Government of Rajasthan and had made special request during the Block Grant meeting for either additional sanction in the Department of Law or convert it into regular mode. One final letter is yet to be sent. There is a long process to convert SFS courses into regular ones. It has to be vetted by the finance department, by the law, and extra salary has to be kept aside under the block grant.

The latest syndicate meeting approved the budget for financial year 2018-19, what are the key highlights?

The milestone decision has been taken to create a pension fund in the budget. We deduct the pensioner’s contribution but it doesn’t get credited to the Pension Fund. There was no Pension Fund earlier. The pension was being paid by deducting amount from other accounts. Now a fund has been created. We have also formed a committee for classification of the budget in proper heads and sub heads, keeping in view the government, which did not happen earlier. We will also classify the grants received by various bodies under the budget.

How do you plan to use various grants received by the university?

We have received Rs 10 crore grant under Rashtriya Uchchatar Shiksha Abhiyan. The amount is bifurcated in a way that Rs 1.9 crore will be kept for external development of central library, Rs 3.5 crore has been allotted fo development of Humanities Department which has already received Rs 1 crore earlier. Rest is kept aside for smaller updations like infonet. After utilisation of this amount, we will be entitled for another five crore.
