Rajasthan’s new DGP O P Galhotra’s first interview after assuming charge was given to Zee Media. He told Sushant Pareek in an exclusive chat about challenges before the police, his road map to for better policing and other important issues like crime against women and cow vigilantism. The DGP said that cow smuggling is a sensitive matter but no one will be allowed to take law in their hands.

Following is the excerpt of his interview to the ZEE Media:

You superseded three senior officers. Were you confident of getting this responsibility?

This was decision of the government. I am grateful to chief minister Vasundhara Raje for reposing faith in me and I will leave nothing in way of performing my duty.

How helpful was your stint in the CBI?

Working in the CBI gives you different kind of experience. Freedom and space one gets while investigating a case in the CBI is not possible in state police. Here faces different kind of challenges, which is why success ratio is higher in the CBI. As an IPS officer, I benefitted from the work experience gained in the CBI especially the knowledge of fine points in investigation always came handy.

Crime rate has reduced in the state, however, crime against women especially rape cases; murder and dalit atrocities are matter of concern. How would you improve things?

These are definitely my priorities. In the first meeting with officers, I instructed officers to be serious about women related cases. The police should be sensitive about crime against children. It has to show urgency in cases of missing people and need to focus on investigation of hard core crimes. My endeavor will be for better monitoring.

Cybercrime is fast becoming a huge challenge?  

Cyber crime is indeed a big challenge but we are not as prepared as we should have been. Criminals have been increasingly using latest technology so the police also need support of technique along with traditional policing. Rajasthan police will have to be prepared for this challenge and keep abreast with latest technology. We will also take help of other agencies and private expert.

Increasing road accidents are also a challenge.

Reducing road accidents is priority of the state government as well as Rajasthan police. Compared to previous few years, it came down to an extent in 2016. This is not good enough. But, accidents cannot be stopped by better policing alone. All other departments will have to come together for it.  We will work in this direction besides the police will try to get traffic rules included in school syllabus for creating awareness in children from early age.

Cow smuggling is a sensitive matter. What will be your strategy because people are taking law in their hands?

Rajasthan has a law against cow smuggling. The law is doing its job but this is also an emotional matter for people, which is why they are taking law in their hands but the police will not allow that. But, we will ensure this and also strict action will be taken against cow smugglers.

Rajasthan police has done well in sports. Can we see better results in future?

I love sports. I can say with proud that the future of Rajasthan police force in bright in sports. Rajasthan police was nowhere 10 years ago in sports but today its players don’t return empty hand. This will improve as we have recruited sub inspectors and RAC platoon from sports quota also 110 posts have been kept reserved in constable recruitment.

You seemed to be concerned about police welfare.

The state government is sincere about improving life of police jawans. We are also making continuous efforts to this end. We have been working towards giving at least one promotion to a constable before retirement that couldn’t get promotion on merit basis. Required changes are being made in the system for this.

Will a weekly off become reality to policemen working in field?

This is next to impossible. The reason is excessive duties of police force. Our jawans work more than 12 hours a day. Weekly off means increased workload for others. We are looking for alternative especially to reduce working hours for them.

In your speech, you had mentioned listening to stories of Rajasthan police in childhood. Now that you are chief of this police force, how proud do you feel?

Absolutely true. Rajasthan police is a highly reputed force in the country. Every IPS officer dreams of leading the police for he works for. Not everyone’s dream is fulfilled since my dream has come true, I am very proud of it.
