Terrorist organisations cannot function without having its internal roots in the country they wish to target. The internal roots are also called 'sleeper cells'. So how do these sleeper cells function? How do they easily escape the eyes of police forces and public safety providing agencies? It is believed that currently around 800 such sleeper cells exist within our nation.
