The world will soon become a smaller place for nearly 1.5 crore schoolgoing children in India who are going to be linked though broadband internet connections and webcams within the next three years.

While many of them may not have seen the world beyond their villages, the ambitious Information Communication and Technology (ICT) programme for schools by the human resource development ministry (MHRD) promises to bring the world just a click away.

The Cabinet Committee on Economic Affairs (CCEA), headed by Prime Minister Manmohan Singh, has approved a scheme worth Rs 6,929 crores on ICT that aims to incorporate computer-enabled teaching and computer education in 1.8 lakh government and aided secondary and higher secondary schools.

“The ICT scheme would help to bridge the digital divide enabling teachers and students to get acquainted with the ICT system,” HRD minister Kapil Sibal said. Priority would be given to educationally-backward blocks and areas with special attention on SC, ST, minority and weaker sections and the disabled.

As per plan, schools would be provided the computer hardware, software and e-content, besides a dependable power supply, internet, preferably broadband connectivity of at least 2Mbps capacity. Webcams, audio recording devices, printers, scanners and all related devices would be part of the package. At least one classroom in each school would be fully-equipped for live video conferencing and tele-classes.

The government would work on capacity building of more than 10 lakh teachers in using ICT-based tools for teaching through induction and refresher trainings. The e-content would be developed and disseminated in regional languages to enhance children’s comprehension levels in various subjects.
