Traffic stalled, cops unmoved in Ahmedabad

Why can't citizens reach their place of work on time? Is your son/daughter delayed for his/her exam? Does the ambulance reach the hospital on time? The answer to these questions is provided by the Comptroller and Auditor General (CAG), whose report firmly indicts the inefficient Ahmedabad city traffic police who have completely failed to ease the chaos on the city's roads by not installing Variable Messaging System (VMS).

The traffic department informed CAG that it is due to non-finalisation of necessary specifications, time taken in market research and survey as well as the lengthy purchase procedure, that their department has not been able to install the VMS system, which could produce great results if it were deployed.

"Government of India had sanctioned Rs1.3 crore for the Ahmedabad police to install the VMS in 2007-08 but till July 2009 the department had not taken the first step towards installing it," the report says. The city police have not even finalized the places where the boards can be erected. Sources reveal that the department had till date not made any move to install the system.

"The city police have to just erect the structures near crossroads or any other place near the road where the necessary infrastructure to mount an iron frame was required to be created, but the audit scrutiny revealed that there was no preparation by the commissioner of police, Ahmedabad, to create this infrastructure." the report says.

Joint Commissioner of Police, traffic department, Ahmedabad City, told CAG that the department will take the help of the Ahmedabad Municipal Corporation and Ahmedabad Urban Development Authority for erecting the structures, but nothing has been done.

The report concluded that, "Even after the approval of purchase that was received three years ago, specifications have not been finalized by the city police, as a result of which, VMS has not been procured and consequently, measures to ease traffic congestion have not been implemented by the city traffic police."
