    Three IAS men say no to Gujarat government promotions

    Babus on deputation to Delhi are not interested in the promotion committee meeting.

    The nation's power centre New Delhi holds such a sway over the babudom, that in comparison, even plum posts in state like that of the principal secretary too pales into insignificance for some of the IAS officers of the state cadre.

    As many as three all India service officials of 1983 batch holding posts of joint secretaries (JS) to the government of India have refused to come back to Gujarat from central deputation. These are  Ashim Khurana and O Ravi working as JS in Union home ministry and Jagdip Narayan Singh in Union ministry of textiles.

    In Gandhinagar, it is the season of promotions. General administration department (GAD) is busy going through annual performance reports and departmental promotion committee (DPC) meetings are being held. According to a senior GAD official, "It is the turn of 1983 batch to be promoted to the level of principal secretary. However, none of the three officers from that batch is here nor are they willing to come."

    While, tenure of their deputation is not over yet, the officers will have to wait for at least three years before Union government can promote them to next level of additional secretary in Delhi itself.

    This would directly benefit the batch of 1984 which is next in line. The list of new principal secretaries is expected to be out by the end of this month. Prem Kumar Taneja, secretary social justice; Arvind Agrawal, recently posted as MD of GIDC, MS Dagur, rehabilitation commissioner, SSNL; and Chhotilal Meena in revenue department constitute the 1984 batch in the cadre.

    However, as the present dispensation under Narendra Modi has long adopted a policy of 'merit-based' promotions, not all of them will become principal secretaries. Of the above mentioned names, Dagur is already on a sidelined posting and some official claim that his chances are slim. On the other hand, even though Taneja had recently been shifted to not so important post of secretary of social justice department from plush post of joint MD in SSNL, he is expected to sail through. 

    In addition, 1993 batch officers are due for promotion to secretary level. The list of promotees to this stage is also expected to be out by end of August. Those in the line include SA Golakia secretary of GPSC; additional commissioner rural development, HN Chibbar; secretary to governor, Arvind Joshi; and additional secretary panchayats DJ Dharaiya.

    Interestingly, all these officers originally belong to state civil services. Of these, Joshi and Golakia may have to continue at present posts, according to sources in GAD, while Chibbar is expected to make it.
