The Federation of Surat Textile Traders Association (FOSTTA) is facing a peculiar administrative hurdle. According to its constitution, 1/3 elected members of its board of directors has to resign every year. However, all the elected members have completed their tenure, leading to a situation where their attendance in board meetings may decide their fate in the body.

As per Act 18 of the constitution of FOSTTA, 1/3rd members have to be re-elected each year through valid election procedure.

However, such elections have not taken place since 2008 as none of the members have resigned from their post in the past three years. The board has 31 elected members.  "Act 18, provides that 10 senior most elected board members the board have to resign and elections have to be conducted to fill their posts. Now the problem is that all 31 members were elected in 2008. This means, service tenure of all members is equal," Devkishan Manghani, president of FOSTTA, said. To tide over this unprecedented situation, FOSTTA has called an annual general meeting (AGM) of its members where they will decide criteria for the selection of elected members who will be asked to resign from their post.

Manghani said, "Mostly probably, we will select members who have least attendance in board meetings. They will be asked to resign and later elections will be held. We are planning to conduct elections within three months."
