State government to form planning panel in each district

To provide balanced development in areas added into civic limits on 2006, state government has come with plan of forming District Planning Committee. Though the committee will be formed in each district, special emphasis will be on civic bodies, which have to face big development challenges in added areas.

State government through a resolution has issued the orders to all authorities to form District Planning Committee in each district, having more than 15 and less than 30 members. The motto of forming committee is to bridge gap between developed urban areas and area which are adjoining to it or have merged with it. Such move is important for civic bodies like SMC, who have received two-fold of area in its limits during delimitation in 2006.

The committee will comprise minister in-charge of the district, district panchayat president, district collector, district development officer, municipal commissioner, elected members of the concerned area. Minister in-charge will be the chairperson of the committee.
Works of the committee include formulating policies and preparing draft development plan for the area or district as whole. The planning will be of spatial planning, water distribution and natural resources, integrated development of infrastructure and environmental conservation. Committee will have to consult NGO, government institutions during any development project.

Though government has passed resolution, it is unpredictable when committee would start functioning. Officials in SMC are not satisfied with the move and feel that government should implement and approve schemes rather than forming committee.

“Implementation of scheme in newly merged areas is extremely difficult in cities like Surat, where development pace is very fast. Areas like Puna-gam, Simada, Dabholi and Godara have such concrete jungle that implementing development project is difficult.

Government should approve town-planning schemes which are pending since long years than doing such exercises, at least SMC can implement work on it,” a top civic official requesting anonymity, said.
