Six undertrials were kept in chain at the special security ward of the local civil hospital, a member of Punjab Human Rights Commission said here today.

"During my visit to the hospital, I was surprised and shocked that as many as six inmates of Central Jail were chained in the special security ward made for inmates", Avinash Rai Khanna told reporters here.

"I will make a detailed report and send it to the director general of police (Prison) for corrective measures and action against erring officials", Khanna said.

He said several other shortcomings were noticed in the hospital and accordingly the Commission would make recommendations to the state government.

"Be it infrastructure or equipments, everything in the hospital needed a revamp", Khanna added.

Khanna said about 80% of the complaints the Commission received pertained to the police Department.

However, "now the trend has changed little bit as complaints against other departments, including Electricity and Education, also started coming", he added.
