Ruchika case: Ex-DGP Rathore charged with abetting suicide

Earlier, two FIRs had been registered against Rathore on complaints filed by the Girhotras charging him with tampering with the inquest report.

Panchkula Police registered yet another FIR against SPS Rathore on Thursday, charging the former Haryana DGP with abetting tennis player Ruchika Girhotra’s suicide in 1993. Rathore has been convicted of molesting the 14-year-old.

The FIR under IPC section 306 was registered after Ruchika’s father Subhas Girhotra and his lawyer Pankaj Bhardwaj lodged a complaint at the office of superintendent of police Mahesh Chaudhary.

Earlier, two FIRs had been registered against Rathore on complaints filed by the Girhotras (Subhas and Ruchika’s brother Ashu), charging him with tampering with the inquest report in the Ruchika case and keeping Ashu in illegal confinement.

The latest FIR also names then SP of Ambala Maneesh Chaudhary, who had arrested Ashu.

Bhardwaj claimed the CBI probe into the Ruchika case was flawed since it was confined to the charge of molestation against Rathore. The CBI, he said, dropped all evidence that could have substantiated the charge of abetment to suicide.

“At no stage did the CBI record the statement of Ashu, who was slapped with 11 false cases of theft and kept in police custody illegally. Ashu was subjected to third-degree and paraded naked in public. This drove Ruchika to suicide. Rathore was behind all this,” he said. Ashu, Bhardwaj said, was released from police custody a day after Ruchika ended her life.

“Ruchika suffered the trauma of being expelled from school, of helplessly watching a dozen false cases being slapped against her brother, of his torture in police custody and her father’s utter helplessness against the state’s might. These deep scars played a critical role in forcing her to take her own life,” the lawyer said.

Earlier in the day, the Panchkula district and sessions court rejected a plea by Abha, wife and counsel of Rathore, for early hearing of his anticipatory bail application. Abha, fearing Rathore may be arrested after two fresh FIRs were registered against him, wanted the hearing to take place on Thursday, instead of Friday.

The court had refused interim relief to Rathore on Wednesday.
Meanwhile, Anand Prakash, who has been leading the campaign for justice to Ruchika, and Subhas termed the special investigation team set up by the Haryana government “an eyewash”.
