Panel gets 6 more months to probe hooch tragedy

Putting a fool-proof medical action plan in place is committee’s key focus area.

Even though the Kamal Mehta Committee probing the killer hooch tragedy that rocked Ahmedabad in July this year has received six-month extension, a key member of the committee has said that suggestions for a foolproof medical action plan will constitute important part of the report. The committee which was to submit its report on November 30 will now submit it on May 31, 2010.

The committee will suggest what type of training and medicines should be provided to doctors to tackle such incidents in future. The committee has asked for reports and case papers from VS, Sardaben, LG, Civil, Dhanwantri, Rudraraksh, Shalby and MediSurge hospitals where hooch patients were admitted.

According to the member, doctors would be provided six-month training on handling such emergencies. When such an incident happens, the trained doctors would be divided into three categories: red, yellow and green. The red category will gear up to provide medical care to patients who are battling between life and death; the yellow category doctors will look after serious patients; and the green category doctors will take care of patients who are stable.

The four-member committee is headed by retired Gujarat High Court judge justice Kamal Mehta. The other members are former DGP GC Raigar, FSL deputy director Dr Mohinder Singh Dahia, and Dr Kirit Mithawala of MP Shah Cancer Hospital.

"Apart from probing the incident, the committee is also to suggest reforms in the present law which could act as an effective tool in curbing such incidents in future,'' said Mithawala.

He said the committee had sought help of various bar associations, including High Court Bar Association and District Court Bar Associations, for the purpose. Sources said that the committee is also likely to visit Surat and Valsad to invitee suggestions from advocates. After getting feedback from the bar associations, the committee will suggest to the government to introduce stringent measures in the law.

The committee is also taking help from various NGOs and it has issued notification inviting persons or organisations who are desirous of giving any information about the hooch tragedy. An individual or organisation can furnish any information related to the hooch tragedy - be it about the role of police personnel, lack of medical facilities for treating the victims or even the role of the bootleggers and anti-social elements.
