Pendamonium broke in the Jammu and Kashmir Assembly as uproarous and noisy scenes by opposition disrupted the speech of chief minister Omar Abdullah for a brief period over his remarks on representatives of the people.
During his address on the grants of general administrative department, police, power and planning and development department, Omar said he will not be cowed down by the dictates of anyone.
"I and my officers do not need consent from MLAs. I cannot be dictated. Whatever I will have to do I will do. Nobody should tell me whom I will choose or wherever I will spent money. I have to take into consideration other people's representatives," he said.
Taking it as an insult to the house and legislators, entire opposition- PDP, BJP, JKNPP and JSM- stood up and resorted to slogan shouting.
"Wind up this house. Closed down this house. CM is behaving like a dictator. He is using threatening postures on the floor of House," PDP member Syed Basharat Bukhari said.
The pandemonium broke in the house and nothing was heard in the din. Speaker M A Lone after 15 minutes pacified the opposition who was demanding a statement from the chief minister for his remarks against the members and the House.
Later, Abdullah said, "my intention was not to insult the House or hurt the members. If I had said anything wrong, I will present myself before the House and will tender an apology".
He further maintained that he had not said anything wrong and out of the procedural norms concerning planning department.
The speaker, however, clarified that no district plan can be finalised without taking consent of the elected representatives.
